Glendale — The Nicolet School Board on Monday approved an energy savings performance contract with Indianapolis, Ind.-based Performance Services. The company will administer energy saving projects throughout the district like lighting and fixtures replacements, door and window replacements, and lighting schedules.
The board borrowed approximately $4 million earlier this year to fund the projects and will spend about $335,000 in the 2013-14 on debt payments.
According to a resolution passed by the board, the projects are expected to pay for themselves through energy savings in about nine years.
Former gas station
could be blight
Brown Deer — After closed door considerations Monday, the Community Development Authority held over until late November a decision to declare the vacant property at 51st Street and Brown Deer Road a blight.
The former Citgo gas station has changed hands several times in the last decade, in 2007 becoming the focus of a developer who sought to renovate the property but abandoned the project after falling on hard times.
The property has since been bought by the owner of the BP gas station across the street and remained undeveloped.
A blight designation could be the first step in having the vacant building condemned, said Development Director Nate Piotrowski.
2013 lateral lining work
Shorewood — The first year of the village's private property lateral rehabilitation/lining program is nearing completion.
Shorewood Public Works Director Leeann Butschlick last week told the Village Board that the project is about three-quarters of the way along, including lateral installation and testing as well as restoration work.
Overall, the project has gone quite well, Butschlick said. However, she noted that liners could not be installed in an area of Bartlett Avenue, part of the 2013 projects, because the mainline length of pipe was not in a condition to support them. Completion of that project will be prioritized in the 2014 lining program, she added.
The program targets specific block areas, which include about 450 homes total, designated by the Milwaukee Metropolitan Sewerage District as underperforming sewer sheds of Basins 1 and 6. The total cost of the 2012-13 rehabilitation is being split evenly by the village and MMSD, which will reimburse the village nearly $275,000 for work that has already been completed.
new website vendor
Shorewood — The village of Shorewood will have a revamped, more user-friendly website beginning in 2014, with a new vendor handling its redesign and maintenance.
The Village Board last week approved a four-year contract with CivicPlus at an upfront cost of $21,570 in 2014, which includes the initial site redesign, and an additional annual cost of about $3,900.
Special Projects Coordinator Peter Cahill said the village currently pays about $5,000 annually for its website services, which does not include certain changes that need to be made for variour reasons.
In addition to allowing staff to easily make those changes at no added cost, CivicPlus also would provide an "intuitive" user experience, Cahill noted, allowing residents to easily access documents, sign up for alerts, track requests submit suggestions and complete surveys.
CivicPlus is considered an expert in the development of local government websites and is also used by several Wisconsin communities, including Bayside and Thiensville.
Eatery's expansion plan
gets villages approval
Brown Deer — The Brown Deer Village Board last week approved an expansion of Mexican restaurant Poco Loco, located at 4134 West River Lane.
The expansion will roughly double the size of the building and increase capacity from 22 to 70. Parking will expand to 23 off-street spaces and five parallel spaces on the south side of River Lane.
Skateboard panel disbands,
ending skate park hopes
Brown Deer — Citing a lack of interest and activity, the Village Board last week disbanded a committee on skateboarding.
Over the past seven years, the committee was tasked with investigating the possibility of building a skate park in the village, Village Manager Michael Hall said.
Hall said the committee has had a lack of membership and meetings, prompting the board to take action Monday. The disbanding, in effect, spells the end for the idea of the skate park.
Burn permit fee ordinance

River Hills — The River Hills Village Board was presented for the first time with a new ordinance that creates a burn permit fee.
The permit, which would carry an annual fee, dictates what residents can burn on their properties. Exempt from permits are fires for grill cooking and firefighter trainings, and small open flames for things such as welding or street repairs.
The fee is meant to cover costs incurred by police officers, who physically go to properties several times throughout the year to tell residents what they can or cannot burn, said Village Manager Chris Lear.
The ordinance was not voted on by the board and was held over until the November meeting.
monthly dispatch reports
Bayside — The Bayside Village Board last week was presented with August and September dispatch reports that village staff is compiling to keep track of the number of calls coming through the North Shore consolidated dispatch center.
The reports include data about call volume, type of service calls, response times and other performance indicators.
Bayside plans to continue with monthly reports in an effort to gauge efficiency and determine what type of training nay be necessary in the future. The reports are available on the village website at village.bayside.wi.us√.
agreement with MMSD
Bayside — The Bayside Village Board last week approved a funding reimbursement agreement with the Milwaukee Metropolitan Sewerage District for private property sanitary lateral repairs.
Similar to previous agreements regarding private property inflow and infiltration, the village is entering into an agreement with MMSD to be reimbursed for the cost of work on laterals, not to exceed $123,000. The agreement is contingent on the availability of funds that will be appropriated at MMSD's meeting Oct. 28.
MMSD has a multi-year plan to fund private property lateral repairs. Bayside was recently reimbursed for $80,000 worth of work completed this past year.
reserve fund policy
River Hills — The River Hill Village Board approved a resolution creating a reserve fund policy that says the goal of the village is to have 25 percent of its annual budget set aside in reserves.
Reserve funds are unappropriated dollars on hand that would cover immediate cash flow needs and unexpected defray budget expenses. The Village Board will begin gearing up to meet the policy's goal in 2014.
"It's good fiscal policy," said Village Manager Chris Lear. "If you have that policy in place then you have that self-regulating ordinance that future boards can hold themselves accountable."
